Make new Index inserting new item at location

Parameters:

Parameters:	loc : int item : object if not either a Python datetime or a numpy integer-like, returned Index dtype will be object rather than datetime.
Returns:	new_index : Index

loc : int

item : object

if not either a Python datetime or a numpy integer-like, returned Index dtype will be object rather than datetime.

Returns:

new_index : Index
