Eigen::DSizes< Eigen::DenseIndex, NDIMS > tensorflow::TensorShape::AsEigenDSizesWithPadding() const

Same as AsEigenDSizes() but allows for NDIMS > dims() in which case we pad the rest of the sizes with 1.
