Combine this access result with another using OR.

When OR-ing two access results, the result is:

• isForbidden() in either ⇒ isForbidden()
• otherwise if isAllowed() in either ⇒ isAllowed()
• otherwise both must be isNeutral() ⇒ isNeutral()
